The General Plan is Bountiful City's primary, long-term planning document that provides a vision and framework for the city’s future development. It outlines community goals, guiding principles, and strategies for land use, transportation, housing, economic development, and more. The plan is used by City leaders to guide decisions regarding growth, investment, and preservation of community character.
The General Plan is not a zoning ordinance, regulation, or law. It does not rezone property, cloud title, or require land transfers. Instead, it serves as a planning tool that helps decision-makers consistently align their choices with the community’s shared vision for the next 20 years and beyond.
The Future Land Use Map is a key part of the city’s long-term planning strategy. It identifies how different areas of Bountiful are expected to develop over time, including residential neighborhoods, commercial centers, open spaces, mixed-use areas, etc. This map helps guide where and how growth should occur to support infrastructure, economic vitality, and quality of life.
It is not a zoning map and does not directly change property rights or entitlements. The Future Land Use Map is an integral component of the General Plan. It defines place types (outlined on pages 23–36 of the 'DRAFT GENERAL PLAN' above) that describe the intended character and function of various areas throughout the city. These place types provide a policy foundation for guiding future zoning decisions, development proposals, and public investments, ensuring consistency with the General Plan’s overall objectives.
The Planning Commission will begin its review of the Draft General Plan on September 2, 2025 (see details in 'How to Participate' section below). During its review, the Commission may discuss, modify, and amend sections of the document based on public input, technical findings, and community needs. Once the review is complete, the Commission will make a formal recommendation to the City Council.
The City Council will then review the plan in its entirety. Like the Commission, the Council may accept, reject, or amend the plan prior to adoption. Public input is essential in both stages, ensuring that the final General Plan reflects the community’s long-term vision and priorities.
